Abstract

This dossier treats Nagpur’s Zero-Mile position not as a geographic curiosity but as structural leverage. It maps how the MIHAN cargo hub, the Samruddhi Mahamarg and regional freight corridors resolve into five distinct facility typologies across Central India, each tested against real zoning, acreage and traffic-flow thresholds rather than assumed as generically buildable land.

01

The Infrastructure Grid

A spatial investigation into India’s geographic central logistics capital.

This dossier reframes infrastructure not as passive transport channels, but as a rigid grid that dictates regional commerce, trade arbitrage, and physical distribution architecture.

By analyzing Nagpur’s Multi-modal International Cargo Hub (MIHAN), the Samruddhi Mahamarg, and regional freight corridors, this study maps the operational friction and structural thresholds of Central India’s supply chains. The core framework evaluates how networks handle localized regulatory, financial, and physical pressure thresholds.

02

Regional Layout Topology

Ten macroeconomic hubs, mapped into four operational quadrants around the MIHAN core.

Nagpur Quadrant Logistics Network Matrix

Mapping 10 macroeconomic hubs alongside regional air/highway gateways, emerging dry ports, and industrial clusters across Central India’s transit corridors.

  • South Quadrant — MIHAN Core & Airport. CONCOR, Amazon Hub, ESR 1, Int’l Cargo Airport Terminal. Focus: air-rail EXIM & e-commerce.
  • West / North-West Axis. ESR 2, Godam Park, XSIO 2, Transport Nagar, Samruddhi Highway. Focus: heavy manufacturing.
  • East Gateway & Outskirts. OILP Kapsi, Kalamna Agri Hub. Focus: cold chain & perishable bulk aggregation.
  • Emerging Hubs & Potential Sites. MMLP Sindi Mega Dry Port, Butibori & Hingna MIDC expansions. Focus: multi-modal freight.
03

The Five Spatial Typologies

The core framework establishes an “Infrastructure as Regional Grid” mapping methodology, defining five distinct facility typologies fitting Central India:

  • Rail-Linked / Multimodal. High-volume freight handling anchored by massive container rail sidings.
  • Grade-A Distribution. Master-planned 3PL and e-commerce spaces requiring 12m+ clear internal heights.
  • Automotive & Parts. Heavy floor-load spaces customized specifically for Just-In-Time (JIT) manufacturing cycles.
  • Cold Chain Infrastructure. Temperature-controlled zones vital for regional pharmaceutical and agricultural belts.
  • Bonded / FTWZ Warehousing. Duty-deferred customs-controlled territory directly leveraging airport proximity.
04

Feasibility & Threshold Metrics

To transition this spatial layout into an active performance model, each mapped node is benchmarked directly against structural limits, fiscal jurisdictions, and real-time transport network friction points:

Network Delay Processing Pipelines

Stress VariableConstraint TypeResulting Threshold
Heavy vehicle movementUrban no-entry restriction14-hour delay buffer
MIHAN SEZ boundary crossingFiscal jurisdiction100% tax arbitrage — 0% Customs/IGST inside vs. standard MIDC rates outside
Peak-hour freight movementToll congestion nodes45-minute processing latency (TAT)
  • Zoning & Tax Arbitrage: Spatial boundaries defining the stark operational divide between Central SEZ fiscal benefits (0% Custom/IGST rates) and standard domestic MIDC land frameworks.
  • Acreage Floor Minimums: Structural footprint boundaries mandating a minimum of 100 contiguous acres for rail-linked MMLPs and 25 acres for Grade-A multi-tenant hubs.
  • Logistical Friction Points: Tracking critical structural bottlenecks like the Waifad and Gumgaon toll plazas, which dictate peak-hour freight turnaround times (TAT).
  • Urban Access Windows: Modeling strict municipal daylight bans (08:00 to 22:00) for heavy utility vehicles attempting to enter inner city ring roads.
  • Grid Vulnerability: Mandatory dual-source infrastructure power backups required to shield temperature-sensitive pharma and horticulture assets from localized grid failures.
